Keep the electricity and water on at Sundar's home in Prayagraj

The electricity and water account is 3 months behind. I received a disconnection notice that says service will be cut off on August unless I pay $100. I have never been late before a reduction in hours. I called the provider and asked about a payment plan, but they need a down payment of $30 first, which I don't have. I live with three children under ten, and going through the cold months without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
