Don't let Portia's family go through summer without water

The water account is 2 months behind. Portia received a disconnection notice that says service will be cut off on April unless $150 is paid. She had never been late before losing my job in January. Portia called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes a parent on oxygen therapy, and going through summer without water isn't safe. We would also lose the ability to run the medical equipment at home.
