Keep the electricity and water on at Quyên's home in Hồ Chí Minh City

The electricity and water account is 2 months behind. I received a disconnection notice that says service will be cut off on March unless I pay $60. I have never been late before losing my job in December. I called the provider and asked about a payment plan, but they need a down payment of $20 first, which I don't have. I live with a parent on oxygen therapy, and going through winter without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
