Keep the electricity and water on at Nida's home in Lahore

The electricity and water account is 2 months behind. I received a disconnection notice that says service will be cut off on August unless I pay $100. I have never been late before my partner leaving the household. I called the provider and asked about a payment plan, but they need a down payment of $10 first, which I don't have. I live with a newborn, and going through summer without electricity and water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature.
