Keep the electricity and water on at Myra's home in Bengaluru

The electricity and water account is 2 months behind. Myra received a disconnection notice that says service will be cut off on November unless $100 is paid. She had never been late before an unexpected car repair. Myra called the provider and asked about a payment plan, but they need a down payment of $15 first, which isn't available. The household includes a parent on oxygen therapy, and going through winter without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
