Keep the electricity and water on at Esteban's home in A Coruña

The electricity and water account is 4 months behind. Esteban received a disconnection notice that says service will be cut off on December unless $350 is paid. He had never been late before an unexpected car repair. Esteban called the provider and asked about a payment plan, but they need a down payment of $65 first, which isn't available. The household includes two young children, and going through summer without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
