Help Rose with an overdue water bill before the rainy season

The water account is 2 months behind. Rose received a disconnection notice that says service will be cut off on October unless $100 is paid. She had never been late before July's medical emergency. Rose called the provider and asked about a payment plan, but they need a down payment of $15 first, which isn't available. The household includes an elderly mother, and going through the rainy season without water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Rose is working on getting back on her feet, and wants to pay it forward once steady. The money will go directly to the utility provider, and I'll post the paid statement here.
