Electricity and water shut-off notice: help Harumi pay $450

The electricity and water account is 4 months behind. I received a disconnection notice that says service will be cut off on May unless I pay $450. I have never been late before losing my job in February. I called the provider and asked about a payment plan, but they need a down payment of $110 first, which I don't have. I live with a disabled brother, and going through the rainy season without electricity and water isn't safe. The children would have no light to study by.
