The registrar has said Paulo can't enroll for the next term until the balance is cleared. Paulo has a 3.8 average, and a professor has written in support. Graduating means a stable job and the chance to support the younger siblings. Without enrolling this term Paulo would lose his place and scholarship eligibility. Paulo isn't asking for a handout - He wants to finish what He started and help the next student. Everything raised goes to the university's accounts office toward the outstanding balance and the final term's fees.
