Keep the heating on at Konstantin's home in Saint Petersburg

The heating account is 3 months behind. Konstantin received a disconnection notice that says service will be cut off on July unless $150 is paid. He had never been late before losing my job in April. Konstantin called the provider and asked about a payment plan, but they need a down payment of $55 first, which isn't available. The household includes a parent on oxygen therapy, and going through the rainy season without heating isn't safe.
