Keep the electricity and water on at Carolina's home in Málaga

The electricity and water account is 3 months behind. Carolina received a disconnection notice that says service will be cut off on March unless $450 is paid. She had never been late before an unexpected car repair. Carolina called the provider and asked about a payment plan, but they need a down payment of $65 first, which isn't available. The household includes a parent on oxygen therapy, and going through the cold months without electricity and water isn't safe. We would also lose the ability to run the medical equipment at home.
