Electricity and water shut-off notice: help Francisco pay $250

The electricity and water account is 2 months behind. Francisco received a disconnection notice that says service will be cut off on August unless $250 is paid. He had never been late before my partner leaving the household. Francisco called the provider and asked about a payment plan, but they need a down payment of $40 first, which isn't available. The household includes an elderly mother, and going through the rainy season without electricity and water isn't safe. We can't cook, keep medicine cold or heat the home.
