The electricity and water account is 3 months behind. Oleg received a disconnection notice that says service will be cut off on November unless $200 is paid. He had never been late before my partner leaving the household. Oleg called the provider and asked about a payment plan, but they need a down payment of $35 first, which isn't available. The household includes a parent on oxygen therapy, and going through the cold months without electricity and water isn't safe. Without it we can't refrigerate insulin and food, or keep the house at a safe temperature. Oleg is working on getting back on his feet, and wants to pay it forward once steady.
