The heating account is 3 months behind. Kartika received a disconnection notice that says service will be cut off on October unless $100 is paid. She had never been late before my partner leaving the household. Kartika called the provider and asked about a payment plan, but they need a down payment of $20 first, which isn't available. The household includes three children under ten, and going through the cold months without heating isn't safe.
