Don't let Babu's family go through the rainy season without heating

The heating account is 3 months behind. Babu received a disconnection notice that says service will be cut off on August unless $55 is paid. He had never been late before losing my job in June. Babu called the provider and asked about a payment plan, but they need a down payment of $25 first, which isn't available. The household includes a newborn, and going through the rainy season without heating isn't safe. We can't cook, keep medicine cold or heat the home.
